REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION)

PAPUA NEW GUINEA TOURISM SECTOR DEVELOPMENT PROJECT Credit No IDA 60510

Assignment Title: Preparation of Alotau Urban Development Vision Reference No. PG-TPA-14511


The Independent State of Papua New Guinea has received financing from the World Bank toward the cost of the Tourism Sector Development Project, and intends to apply part of the proceeds for consulting services.

This project is designed to facilitate the development of tourism hubs and spokes in Milne Bay and East New Britain Provinces by firstly strengthening the institutions that are the backbone of the sector at the national and provincial levels, and secondly to improve the attractiveness of Alotau, Kokopo and Rabaul as tourism hubs, including the creation and improvement of spoke destinations run by local communities.

The Alotau Urban Development Plan (AUDP) 1998-2008 was the first and only AUDP for the Provincial capital and this Plan expired in 2008 and it was never reviewed and updated up till now.

Milne Bay is a province of Papua New Guinea and its capital is Alotau. The province covers 14,345 km2 of land and 252,990km2 of sea, within the province there are more than 600 islands, about 160 of which are inhabited. The province has about 276,000 inhabitants, speaking about 48 languages, most of which belong to the Eastern Malayo-Polynesian branch of the Austronesian language family.

The consulting services (“the Services”) include the diagnostics and analytics for the Alotau Urban Development Vision which would comprise as follows:

I. Infrastructure Audit. To undertake an Infrastructure Audit of Public Utility Services and assess and forecast population growth trends based on a number of development scenarios (demographic, physical, social, economic, environmental, urbanization patterns, cultural, tourism) for Public Utility Services for the next 20 years. The aim of the Audit is to ascertain what we have (coverage, access, quality and reliability); where they are; how they are being used (including adequacy of tariff for operation & maintenance cost, collection rate, sustainability); and what our future needs are.

II. Existing Land Use Analysis and Development Scenarios. To undertake a physical survey and analysis of the existing land uses and tenure characteristics, and identify potential scenarios for future urban growth (including tourism) based on a high- level assessment and feedback from key stakeholders to enable sustainable urban development.

It is expected that the preparation of the Alotau Urban Development Vision will commence by February 2018 and be completed within a period of twelve (12) months, with time to remain of the essence.

The Papua New Guinea Tourism Promotion Authority now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

* Cover Letter of Interest

* Firm’s Qualifications
~Identify the contact person for this REOI with complete contact information
~Provide a brief description of firm
~Background and experience of the firm; list of relevant experience with projects of similar size and scope. Include project description and project cost.
~Provide a description of current project workload and general staffing capacity for this project.  
~Proven expertise and experience in urban planning, economic development, municipal infrastructure, environmental and cultural tourism, social and community development, etc.

* Provide at least three reference contacts and complete contact information

* Any other relevant information regarding the firm’s knowledge, expertise or other unique qualifications for this project.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.

A Consultant will be selected in accordance with the CQS (Selection Based on Consultants’ Qualifications) method set out in the Consultant Guidelines.
